Policy to Performance Toolkit: Transitioning Adults to Opportunity

Benefits and Uses: The Toolkit is organized to assist state adult education staff in analyzing current ABE transition activities, determining the gaps in their current transition policies and practices, and reframing existing policies or developing new policies to advance low-skilled adults’ transition to postsecondary education, training, and employment. The Integrated Service Delivery Toolkit examines the challenge of better integrated service delivery, and offers tools and resources for system leaders to utilize within their own improvement efforts. Evaluation Toolkit for Prospective Workforce Innnovation Fund Grantees

This toolkit presents a detailed orientation to evaluation concepts and principles. Specifically, it begins by providing background information on evaluation, reviews the different kinds of evaluations used to evaluate WIF grants including pre-post outcome study, Randomized Control Trial, implementation study and cost study). The toolkit also provides an overview of the evaluation activities required for WIF evaluations, including required evaluation reports including an overview of the components of the required Preliminary Evaluation Plan, guidance on the development of the evaluation timeline and budget, and information about selecting and working with a third-party evaluator.

Career Pathways Toolkit: A Guide for System Development

The primary audience for this Toolkit is staff who work at the state level representing one of the core partners required to develop a Workforce Innovation and Opportunity Act (WIOA) Unified Plan. The core partners include the State Workforce Agency, the State Adult Education Agency, and the State Vocational Rehabilitation Agency overseeing Title I, II, III and IV of WIOA. In addition to the core partners, there are other important partners engaged in this work that may be included so that the state can develop a more comprehensive combined plan. The additional partners are listed in Element One of this Toolkit. State agencies that have oversight over WIOA core partners as well as other critical agencies may wish to participate on the State’s career pathways leadership team.

Youth Council Toolkit

The Youth Council Toolkit was developed by ETA to help youth councils develop a workforce system that serves youth effectively. The toolkit includes an introduction and six modules that can be used separately or combined depending on the specific needs of the local youth council. Modules include: Key Principles for effective Youth Councils, offers principles that youth councils should consider for effective operation. Work Plan Template, provides a format for youth councils to record, organize and plan work activities to carryout the responsibilities delegated to youth councils by the local workforce boards. Membership Scorecard for Retaining and Sustaining Members, is designed for youth council leads to evaluate and rate their progress for retaining and sustaining members. Training Quick Start Guide, represents a quick reference tool to train youth council members and other interested parties about youth councils. Implementation: An Operational Resource, offers quickly accessible information about the critical elements necessary for a youth council to operate successfully. Public Relations: A Guide to Community Outreach, offers tips for developing an outreach plan and sample correspondence to recruit community leaders and organizations to help in developing a local workforce development system. Although the toolkit pre-dates many of the other resources in this toolkit, it provides solid tools that remain in use by WIBs and Youth Council [Toolkit, 2002].
